The man accused of opening fire outside the White House Correspondents\u2019 Dinner left behind a detailed \u201cmanifesto\u201d describing his intent to target members of the Trump administration, \u201cprioritized from highest-ranking to lowest,\u201d according to a copy obtained by CBS News<\/a>.<\/p>\n\n\n\n

Cole Allen, 31, allegedly sent the writing to family members before the attack. In it, he stated that while law enforcement, hotel employees, and guests were not his intended targets, he was willing to harm them if necessary to reach administration officials. \u201cI really hope it doesn\u2019t come to that,\u201d he wrote.<\/p>\n\n\n\n

Authorities say Allen charged a security checkpoint outside the Washington Hilton on Saturday night armed with a shotgun, a handgun, and knives. President Donald Trump and other officials were quickly escorted from the event, which was later canceled. A Secret Service agent who was shot during the incident, while wearing a bulletproof vest, has since been released from the hospital.<\/p>\n\n\n\n

The suspect\u2019s brother reportedly alerted police in Connecticut after receiving the email, prompting law enforcement to intervene. Investigators later recovered additional writings from Allen\u2019s home in Torrance, California, and his hotel room at the Hilton.<\/p>\n\n\n\n

A chilling and ironic tone<\/h3>\n\n\n\n

Throughout the message, Allen adopted a matter-of-fact tone, at times veering into irony.<\/p>\n\n\n\n

\u201cHello everybody!\u201d he began. \u201cSo I may have given a lot of people a surprise today.\u201d<\/p>\n<\/blockquote>\n\n\n\n

He apologized to his parents \u201cfor saying I had an interview without specifying it was for \u2018Most Wanted,\u2019\u201d and to colleagues and students for claiming he had a personal emergency. He suggested that by the time the email was read, he might already require medical attention, referring to potential injuries as \u201cself-inflicted status.\u201d<\/p>\n\n\n\n

Declared targets \u2014 with one exception<\/h3>\n\n\n\n

Allen wrote that he chose to act because he did not want the administration\u2019s alleged \u201ccrimes\u201d to \u201ccoat [his] hands.\u201d While he did not explicitly name Trump or the event, he described a plan to target officials in descending order of rank.<\/p>\n\n\n\n

He made one notable exception: \u201cnot including Mr. Patel,\u201d he wrote, referencing the FBI director, who was also in attendance.<\/p>\n\n\n\n

Allen added that he would avoid targeting Secret Service, Capitol Police, or National Guard personnel unless necessary. \u201cI hope they are wearing body armor,\u201d he wrote.<\/p>\n\n\n\n

He also detailed tactical decisions, claiming, \u201cIn order to minimize casualties, I will also be using buckshot rather than slugs (less penetration through walls).\u201d<\/p>\n\n\n\n

Anticipating criticism<\/h3>\n\n\n\n

The manifesto included a section addressing hypothetical objections to his actions, along with rebuttals.<\/p>\n\n\n\n

\u201cAs a half-black, half-white person, you shouldn\u2019t be the one doing this,\u201d he wrote as a potential criticism. \u201cRebuttal: I don\u2019t see anyone else picking up the slack.\u201d<\/p>\n<\/blockquote>\n\n\n\n

He also referenced his Christian faith, writing that some might argue he should \u201cturn the other cheek.\u201d<\/p>\n\n\n\n

\u201cRebuttal,\u201d he continued, \u201cTurning the other cheek is for when you yourself are oppressed.\u201d<\/p>\n<\/blockquote>\n\n\n\n

Allen then described various unnamed individuals experiencing hardship, in some cases attributing their struggles to the administration.<\/p>\n\n\n\n

\u201cI don\u2019t expect forgiveness, but if I could have seen any other way to get this close, I would have taken it,\u201d he added.<\/p>\n\n\n\n

Criticism of security<\/h3>\n\n\n\n

In a postscript, Allen sharply criticized security measures at the event.<\/p>\n\n\n\n

\u201cPS\u2026 what the hell is the Secret Service doing? \u2026 No damn security. Not in transport. Not in the hotel. Not in the event,\u201d he wrote.<\/p>\n<\/blockquote>\n\n\n\n

He claimed that if he had been a foreign agent, he could have brought in heavier weaponry without detection. Officials note that while the Washington Hilton hosted the event, it remained an operational hotel with public access, and only specific areas were secured.<\/p>\n\n\n\n

Family warnings and prior behavior<\/h3>\n\n\n\n

Allen\u2019s sister reportedly told<\/a> investigators that he frequently used \u201cradical\u201d rhetoric and had previously discussed doing \u201csomething\u201d to address what he saw as problems in society and government.<\/p>\n\n\n\n

She also revealed her brother was a regular visitor to the shooting range, was a member of a group called “The Wide Awakes” and had previously attended a “No Kings” rally in\u00a0California.\u00a0<\/p>\n\n\n\n

Political reaction and unanswered questions<\/h3>\n\n\n\n

The motive behind the attack remains under investigation.<\/p>\n\n\n\n

Former President Barack Obama emphasized the lack of confirmed details while condemning political violence broadly.<\/p>\n\n\n\n
