Mark Gordon called the federal officials\u2019 conduct \u201caggressive\u201d and \u201cirregular\u201d after two attorneys from the Justice Department\u2019s Civil Rights Division visited polling locations in Laramie County on Aug. 18.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt sounded like the behavior of the observers was a bit aggressive,\u201d Gordon said Wednesday as Wyoming\u2019s canvassing board met to certify the primary results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt just was irregular,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gordon has directed Wyoming Attorney General Keith Kautz to investigate the federal operation and determine whether the monitors exceeded the authority granted to them by Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not objecting to the observers,\u201d Gordon said. \u201cBut their behavior seemed to exceed what the authority that Congress had given them was.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Clerk Details Unexpected DOJ Visit<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Laramie County Clerk Debra Lee said two people identifying themselves as Justice Department election monitors appeared at a polling location with little warning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTwo individuals, identifying themselves as DOJ election monitors, informed our poll worker that they were here to monitor Wyoming\u2019s Primary Elections,\u201d Lee said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey did not offer their credentials until I requested they do so.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lee said a Justice Department official later told her that the deployment had been arranged on short notice and that an email intended for her office may have been sent to the wrong address.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The federal attorneys reportedly began asking poll workers about their training, written election manuals and the county\u2019s purchase of new voting equipment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They also sought access to examine ballot tabulators, according to Lee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those requests appeared to extend beyond the enforcement of federal voting-rights and ballot-access laws, the clerk argued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the greatest concern arose when the monitors reportedly sought permission to speak directly with voters inside polling places.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Justice Department said the proposed interviews would help determine whether Laramie County was complying with federal voting laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lee refused the request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe do not allow interviews to be conducted in polling places,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wyoming restricts activity inside voting locations to protect ballot secrecy, prevent disruptions and ensure voters can cast their ballots without interference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis was a poorly managed exercise and one that showed complete disregard for our state laws and administration of our elections,\u201d Lee said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The clerk did not accuse the attorneys of handling ballots, changing votes or disrupting the final count. State officials described the primary as successful and reported no evidence of fraud or voting-rights violations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Republicans Split Over Federal Monitoring<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The controversy has exposed a rare disagreement among Republican officials in one of America\u2019s most conservative states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wyoming Secretary of State Chuck Gray has generally supported the Trump administration\u2019s election-integrity efforts and defended the legal basis for allowing observers inside polling places.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gray also disputed Gordon\u2019s suggestion that federal officials had failed to communicate with state authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When Gordon asked whether the Justice Department contacted the secretary of state\u2019s office before Election Day, Elections Division Director Paul Raines acknowledged receiving a message.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur office had received an email, but that\u2019s the extent of communications I\u2019m aware of,\u201d Raines said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gordon said the Wyoming Office of Homeland Security, the state attorney general and the Laramie County clerk were not properly informed about the deployment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo my knowledge, the U.S. attorney was unaware of it,\u201d Gordon added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Attorney Darin Smith, however, released a statement supporting the monitoring operation several hours after it was announced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVoters deserve absolute confidence that their ballots are secure and their voices are heard without interference,\u201d Smith said. \u201cWe are working alongside local officials to ensure every lawful vote is protected.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Trump DOJ Expands Election Oversight<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Justice Department <a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-conduct-election-monitoring-florida-and-wyoming-primary-elections\">announced on primary morning<\/a> that it was deploying two Civil Rights Division attorneys to Laramie County and four more to Miami-Dade County, Florida.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cElection monitoring is an ongoing priority for this office,\u201d Assistant Attorney General Harmeet Dhillon said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNondiscriminatory monitoring ensures all elections remain free, fair, and accessible to all.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department said the operation was designed to promote \u201ctransparency, ballot security, and compliance with federal law.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal attorneys routinely monitor elections for compliance with the Voting Rights Act, the National Voter Registration Act, the Help America Vote Act and other federal protections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department has not explained why Laramie County was selected or identified a specific complaint that prompted the visit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also had not publicly responded to Lee\u2019s detailed allegations as of Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Wyoming deployment came as the Trump Justice Department dramatically expanded its election-monitoring operation. The Civil Rights Division said it sent more than 75 monitors to approximately 200 polling locations across five states during the 2026 primary season.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration reportedly could deploy as many as 1,000 federal employees nationwide for November\u2019s general election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gordon framed the dispute as a matter of states\u2019 rights rather than a partisan attack against President Donald Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI feel very strongly about federal government coming in and taking our guns,\u201d he said. \u201cI don\u2019t like that. And I don\u2019t like federal government coming in and taking our votes either.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The governor stressed that he was not accusing federal officials of stealing ballots or corrupting the election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not saying anything went wrong or anything else, and I certainly think the conduct of this election was phenomenal,\u201d Gordon said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His concern is whether the federal government attempted to assert power over state election administration that Congress never authorized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With a much larger federal presence expected in November, Wyoming\u2019s investigation could determine whether state officials seek new restrictions\u2014or even head to court\u2014before Justice Department monitors return.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A Republican governor is pushing back against the Trump administration after Justice Department election monitors allegedly tried to question voters and gain access to voting equipment during Wyoming\u2019s primary.
