Committee Chairman James Comer (R-Ky.) has said he learned about the allegations from a whistleblower whom he declined to identify but has described as \u201cvery credible.\u201d<\/p>\n\n\n\n<p>With the committee\u2019s deadline passing yesterday, Comer has said he will seek to hold Wray in contempt of Congress, rejecting Wray\u2019s offer to allow lawmakers to view the FD-1023 form in a secure location instead of handing over the document.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">House GOP to start contempt proceedings against Wray as FBI refuses to produce Biden document <a href=\"https:\/\/t.co\/QNsVYrZwoG\">https:\/\/t.co\/QNsVYrZwoG<\/a><\/p>&mdash; Fox News (@FoxNews) <a href=\"https:\/\/twitter.com\/FoxNews\/status\/1664036292877795332?ref_src=twsrc%5Etfw\">May 31, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>A contempt vote would be the most significant confrontation between House Republicans and federal law enforcement since the GOP took control of Congress in January.<\/p>\n\n\n\n<p>Wray insists that the FD-1023 form&nbsp;contains unverified claims from a single confidential human source (CHS), and that turning it over is irresponsible. Sources need to know their identities will be protected.&nbsp;<\/p>\n\n\n\n<p>And allegations shouldn\u2019t be publicized without being corroborated.<\/p>\n\n\n\n<p>Wray is right.&nbsp;<\/p>\n\n\n\n<p>In the past, neither party would push much on an issue like this because they understood that need. But they also trusted the Bureau to be nonpartisan.<\/p>\n\n\n\n<p>As the National&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2023\/05\/fbi-director-wray-doesnt-have-a-leg-to-stand-on-in-contempt-fight\/\">Review notes<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u2026the mere fact that a CHS may have alleged that Biden took part in a bribery scheme doesn\u2019t mean it happened. It can\u2019t be dismissed out of hand \u2014 there\u2019s too much indication of Biden\u2019s sleazy self-dealing and outright lying for that. But people in positions of authority get falsely accused of wrongdoing all the time. The FBI rightly keeps such allegations under wraps because those people are presumed innocent and the bureau can\u2019t investigate without being discrete. Congress has traditionally given the FBI a wide berth because lawmakers know secrecy is a necessity for competent investigations \u2014 and it has assumed that the FBI is competent and non-partisan.<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>Unfortunately, those days are gone, and the FBI director can\u2019t decide what part of a Congressional subpoena to honor or reject. Wray has no legal basis to keep it hidden.<\/p>\n\n\n\n<p>And due to the recent history of partisanship and politicization at the Bureau, most egregiously the Trump-Russiagate hoax, this is only part of a much bigger problem.<\/p>\n\n\n\n<p>The Bureau can no longer be trusted to be fair and apolitical. As the National Review explains:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>[The FBI] is a contented cog of the progressive administrative state. In the Obama years, it was put in the service of the Democratic Party. It marched to President Obama\u2019s beat,&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2018\/04\/comey-confirms-in-clinton-emails-caper-the-fix-was-in\/\" target=\"_blank\" rel=\"noreferrer noopener\">whitewashed<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2023\/05\/the-fbi-didnt-ignore-russian-intel-on-hillarys-plan-to-smear-trump-it-abetted-the-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">abetted Hillary Clinton\u2019s malevolence<\/a>, undertook to&nbsp;<a href=\"https:\/\/www.amazon.com\/Ball-Collusion-Election-Destroy-Presidency\/dp\/1641770252\/ref=sr_1_1?crid=331D84LA58OFZ&amp;keywords=ball+of+collusion&amp;qid=1564091785&amp;s=gateway&amp;sprefix=ball+of+coll%2Caps%2C121&amp;sr=8-1\" target=\"_blank\" rel=\"noreferrer noopener\">destroy Donald Trump\u2019s presidency<\/a>, spent years&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2018\/06\/trump-russia-probe-house-republicans-grill-rod-rosenstein\/\" target=\"_blank\" rel=\"noreferrer noopener\">covering its tracks<\/a>, and&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2022\/12\/the-twitter-files-miss-the-real-scandal-fbi-interference-in-the-2020-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">insulated his 2020 opponent from scrutiny<\/a>. It has spent the Biden years&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2023\/05\/democrats-cook-the-fbis-books-on-domestic-terrorism\/\" target=\"_blank\" rel=\"noreferrer noopener\">helping Democrats craft a political narrative<\/a>&nbsp;of a&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2021\/01\/democrats-domestic-terrorism-prevention-act-shields-jihadists\/\" target=\"_blank\" rel=\"noreferrer noopener\">nation besieged by white-supremacist domestic terrorism<\/a>&nbsp;\u2014 all the while&nbsp;<a href=\"https:\/\/www.nationalreview.com\/corner\/of-course-there-has-been-biden-administration-political-interference-in-the-biden-family-criminal-investigation\/\" target=\"_blank\" rel=\"noreferrer noopener\">slow-walking the investigation of the Biden family\u2019s influence-peddling business<\/a>.<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>National Review&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2023\/05\/fbi-director-wray-doesnt-have-a-leg-to-stand-on-in-contempt-fight\/\">continues<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>[FBI] abuses have proceeded under Wray\u2019s stewardship \u2014 the FBI\u2019s (a) illegal surveillance under FISA; (b) general participation in the&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2022\/12\/the-twitter-files-miss-the-real-scandal-fbi-interference-in-the-2020-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">suppression of political speech<\/a>&nbsp;on social media; (c) specific complicity in the Democrats\u2019 and the intelligence community\u2019s&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2022\/07\/democrats-and-the-fbi-collude-again-on-a-russia-smear-against-republicans\/\" target=\"_blank\" rel=\"noreferrer noopener\">suppression of the Biden influence-peddling scandal<\/a>; (d)&nbsp;<a href=\"https:\/\/www.nationalreview.com\/2023\/05\/democrats-cook-the-fbis-books-on-domestic-terrorism\/\" target=\"_blank\" rel=\"noreferrer noopener\">collaboration in the Democrats\u2019 crafting of a political narrative<\/a>&nbsp;that the country is overrun by white-supremacist domestic terrorists; and (e)&nbsp;<a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2023-05-17-fbi-whistleblower-testimony-highlights-government-abuse-misallocation-of-resources-and-retaliation-sm.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">retaliation against whistleblower agents<\/a>&nbsp;who\u2019ve reported to Congress about some of these issues (at least according to three of those agents, who testified under oath at a recent House hearing).<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>So, while normally, I would be understanding of the director\u2019s arguments and attempts to limit dissemination of a form that could expose investigative sources and methods, in this case, the FBI simply can\u2019t be trusted.<\/p>\n\n\n\n<p>It needs to turn over the document to the committee, with minimal redactions, or Wray should be held in contempt.
