Trump framed the move as part of his broader efforts to address trade imbalances and ensure foreign entities contribute their \u201cfair share\u201d to the U.S. economy.<\/p>\n\n\n\n<p>\u201cWe will begin charging those that make money off of us with Trade, and they will start paying, FINALLY, their fair share,\u201d Trump stated in a Truth Social post shared Tuesday morning. He described the agency\u2019s launch date as the \u201cbirth date of the External Revenue Service.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">\ud83d\udea8 <a href=\"https:\/\/twitter.com\/hashtag\/BREAKING?src=hash&amp;ref_src=twsrc%5Etfw\">#BREAKING<\/a>: President-elect Donald Trump announces the EXTERNAL REVENUE SERVICE will be formed on Jan. 20.<br><br>It will collect all revenues from foreign sources.<br><br>&quot;We will begin charging those that make money off of us with Trade, and they will start paying, FINALLY, their fair\u2026 <a href=\"https:\/\/t.co\/F1PIrWJUrh\">pic.twitter.com\/F1PIrWJUrh<\/a><\/p>&mdash; Eric Daugherty (@EricLDaugh) <a href=\"https:\/\/twitter.com\/EricLDaugh\/status\/1879207698648162755?ref_src=twsrc%5Etfw\">January 14, 2025<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>However, Andrew Feinberg, the White House correspondent for the U.K.\u2019s&nbsp;<em>Independent<\/em>,&nbsp;<a href=\"https:\/\/x.com\/AndrewFeinberg\" target=\"_blank\" rel=\"noreferrer noopener\">argues that<\/a>&nbsp;\u201cthe president-elect seems unaware that an \u2018external revenue service\u2019 has existed since July 31, 1789.\u201d<\/p>\n\n\n\n<p>Feinberg stated that this day marks the anniversary of George Washington signing the legislation that created the U.S. Customs Service, the predecessor of today\u2019s U.S. Customs and Border Protection.<\/p>\n\n\n\n<p><em>The Hill<\/em>&nbsp;<a href=\"https:\/\/thehill.com\/homenews\/administration\/5084725-trump-external-revenue-service\/\" target=\"_blank\" rel=\"noreferrer noopener\">has more<\/a>&nbsp;as reactions continue to come in:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Trump pledged during his 2024 campaign to impose import taxes of 10 percent to 20 percent on all foreign goods, with tariffs of up to 60 percent on Chinese goods. He stepped up those threats after his election with threats to impose additional tariffs on goods from Canada, Mexico and China \u2014 the U.S.\u2019s three largest trading partners.<\/p>\n\n\n\n<p>Collecting tariffs is currently the responsibility of Customs and Border Protection (CBP), which is housed within the Department of Homeland Security.<\/p>\n\n\n\n<p>Under the current system, CBP collects tariffs from U.S.-based importers of foreign goods subject to import taxes.
